As Executive Vice President and General Counsel, Bruce Adams manages IQT legal affairs. Prior to joining IQT, Mr. Adams was a partner at the law firm of Arnold & Porter Kaye Scholer. Mr. Adams received his JD (Magna Cum Laude) from Boston University and received his BA (Honors) from Swarthmore College.
Dan Gwak serves as the Chief Investment Officer at IQT. In this role, he is responsible for leading the investment team and setting the investment strategy to enable IQT to deliver high-impact technology solutions to the broader national security community. Previously, Dan was the Managing Partner of Point72 Private Investments, where he led the ventures, growth, and private equity strategies. Before Point72, Dan held positions at Credit Suisse, The Carlyle Group, and IQT. Dan also served as an infantryman in the United States Marine Corps, where he was awarded the Combat Action Ribbon and Purple Heart. Dan received his B.A. from Cornell University and his MBA from Harvard Business School.

Prior to this role, Dr. Zheng served as VP, Technology, leading investments in microelectronics, semiconductors, and quantum technologies to solve critical mission challenges facing the U.S. National Security Community.
Before IQT, Dr. Zheng was at Booz Allen Hamilton, where he provided technical advising for the Defense Advanced Research Projects Agency (DARPA), including developing technical goals across a diverse set of technology areas such as thermal management, directed energy, RF communications, microelectronics, and photonics. While at DARPA, Dr. Zheng was the lead coordinator for the Electronics Resurgence Initiative (ERI) — a large-scale, multibillion-dollar effort to boost U.S microelectronics innovation.
In addition, Dr. Zheng served as an IEEE congressional fellow in the office of Senator Chris Coons where he focused on developing policy to boost U.S. R&D, support domestic manufacturing, and spur innovation and economic growth. Dr. Zheng helped with the initial development of the Foundation for Energy Security and Innovation (FESI) to commercialize innovative energy technologies, which later became law in the CHIPS and Science Act of 2022.
Dr. Zheng holds a bachelor’s degree in electrical engineering from the University of California, San Diego, and a doctorate in electrical engineering from the University of California, Santa Barbara.
Dr. Sarah Sewall serves as Executive Vice President, National Innovation Strategy at IQT. She guides IQT’s new Compass investing initiative and analysis to inform and strengthen U.S. technology innovation. Dr. Sewall served as an Under Secretary of State from 2014-2017, responsible for issues ranging from counterterrorism to democracy. Dr. Sewall spent a decade teaching national security at the Harvard Kennedy School and directed the Carr Center for Human Rights Policy. She worked closely with the U.S. military to modernize U.S. counterinsurgency doctrine, including leading a comprehensive field study of Afghanistan operations. Dr. Sewall served on the Defense Policy Board under Secretaries Gates and Hagel. During the 1990s, she was the inaugural Deputy Assistant Secretary of Defense for Peacekeeping. She had previously spent six years as Senior Foreign Policy Advisor to Senate Majority Leader George Mitchell.
Dr. Sewall received a doctorate from Oxford University, where she was a Rhodes Scholar.
Dr. Jennifer Nelson’s career at IQT spans nearly 15 years and various functions that empower her with vast and deep understanding of the company and the mission it serves. She currently serves as Executive Vice President, International where she directs IQT’s overseas investment activities as well as the expansion of global footprint. Previously, Dr. Nelson held the position of Chief of Staff for IQT, working to align priorities across the leadership team and develop and implement business strategies designed to execute on the vision of the organization. Prior to that, she was Senior Vice President of Portfolio Success, overseeing technology transfer from IQT’s Portfolio to the Intelligence Community. Dr. Nelson spent five years managing the partnership with the Central Intelligence Agency ensuring strategic alignment and execution for mission needs. She began her career at IQT as a program manager handling security investments for IQT.
Prior to joining IQT in 2009, Dr. Nelson worked at IBM Corporation, where she supported the public sector with technology strategy development.
Dr. Nelson holds bachelor’s degrees in both Finance and Management, as well as a Master of Business Administration from Virginia Polytechnic and State University, and a doctoral degree from Vanderbilt University.
Liz Fox is an admittedly inexperienced but pretty good mother of three small children and enjoys cooking and skiing in her invisible spare time. Fox’s alter ego, however, happily identifies as a seasoned executive with over 20 years of experience in marketing communications, operations, and people management.
Fox began her tenure with IQT in 2012 and over the years oversaw the company’s administration, human resources, and recruitment. In this role, Fox observed the breadth of talent at IQT and learned to appreciate the staff’s dedication to mission. She pivoted to the Product Marketing and Communications team to return to her marketing roots and continues to serve the people of IQT and the company’s mission.
Fox joined IQT from The Washington Group of Northwestern Mutual, where she held the position of Chief Operating Officer. In this role, she was responsible for managing recruitment, coaching business development representatives, performance management programs/process, and human resources. Additionally, Fox supported the direction and implementation of the five-year strategic planning process. She began her time with The Washington Group as the company’s Chief Marketing Officer, overseeing the company’s marketing operations. Previously, with McKinley Marketing Partners, a staffing firm providing interim marketing and communications contractors to Fortune 500 companies, Fox directed marketing communications as well as the development of custom web applications for recruitment, project management, and, in particular, customer relations.
Fox began her career directing events and managing the design and build of exhibits for clients such as Lockheed Martin Corporation, the United States Air Force, and CoverGirl Eyewear.
Fox received a bachelor’s degree from the College of the Holy Cross. She resides outside of Boston and is in IQT's New England office, after spending the beginning of her tenure at IQT’s headquarters in the Washington D.C. area.

In this role she is responsible for implementing a strategic roadmap to deliver high impact technical solutions across the national security community. Previously, Megan ran each of the technology practices responsible for identifying and executing investments across a range of technologies including artificial intelligence, analytics, infrastructure, cybersecurity, communications, materials, energy, sensors, and commercial space.
Additionally, Megan is on the Board of Directors for the Intelligence and National Security Alliance and serves on the National Academies council for the Government-University-Industry-Philanthropy Research Roundtable. Dr. Anderson was also selected as a founding member of Chief, the premier private network for women executives. Prior to joining IQT, Megan worked in the biotechnology sector as a Senior Scientist at Fluidigm Corporation.
Dr. Anderson holds a bachelor’s degree in both applied mathematics and general biology from the University of California, San Diego, and a doctorate in biochemistry and molecular biophysics from the California Institute of Technology.
Matthew Strottman joined IQT in 2003 and currently serves as Chief Operating Officer. In this position, he is responsible for overseeing investment and portfolio analysis, as well as the organization’s corporate functions including finance, accounting, IT, human resources, and security. Prior to his appointment as COO, Strottman served as IQT’s Executive Vice President and Chief Financial Officer.
Before joining IQT, Strottman worked in the Technology Investment Banking Group at Friedman Billings Ramsey (FBR). During his time at FBR, he executed public and private equity financing, merger and acquisition, restructuring, and venture capital transactions totaling more than $3 billion. Strottman began his career at PricewaterhouseCoopers, where he focused primarily on the real estate and technology industries.
Strottman received his B.A. from the University of Notre Dame and his MBA from Georgetown University.

He previously served as Managing General Partner and Executive Vice President at IQT, leading the company’s investment strategy since 2006. In addition to approving all deals, he has personally managed IQT’s relationships with Palantir, Anduril, Databricks, MongoDB, Anaconda, Initiate Systems, Cleversafe, Cloudera, Immersive Wisdom, Reversing Labs, and others. He joined IQT from InterWest Partners, where he served as General Partner for eight years.
Previously, Bowsher worked at E*TRADE. During his tenure there, he helped launch Destination E*TRADE, the company’s award-winning website. He was also an early stage employee at two startup companies, where he was responsible for revenue and distribution targets.
Outside of work Bowsher supports two terrific not-for-profits making the world a better place: Ravenswood Education Foundation and StreetCode Academy.
Bowsher graduated magna cum laude from Harvard and received his MBA from Stanford.

Dr. Sewall spent a decade teaching national security at the Harvard Kennedy School and directed the Carr Center for Human Rights Policy. She worked closely with the U.S. military to modernize U.S. counterinsurgency doctrine, including leading a comprehensive field study of Afghanistan operations. Dr. Sewall served on the Defense Policy Board under Secretaries Gates and Hagel. During the 1990s, she was the inaugural Deputy Assistant Secretary of Defense for Peacekeeping. She had previously spent six years as Senior Foreign Policy Advisor to Senate Majority Leader George Mitchell.
Dr. Sewall received a doctorate from Oxford University, where she was a Rhodes Scholar.

Additionally, Megan is on the Board of Directors for the Intelligence and National Security Alliance and serves on the National Academies council for the Government-University-Industry-Philanthropy Research Roundtable. Dr. Anderson was also selected as a founding member of Chief, the premier private network for women executives. Prior to joining IQT, Megan worked in the biotechnology sector as a Senior Scientist at Fluidigm Corporation.

During his time at FBR, he executed public and private equity financing, merger and acquisition, restructuring, and venture capital transactions totaling more than $3 billion. Strottman began his career at PricewaterhouseCoopers, where he focused primarily on the real estate and technology industries.

Dan Gwak serves as the Chief Investment Officer at IQT. In this role, he is responsible for leading the investment team and setting the investment strategy to enable IQT to deliver high-impact technology solutions to the broader national security community. Previously, Dan was the Managing Partner of Point72 Private Investments, where he led the ventures, growth, and private equity strategies. Before Point72, Dan held positions at Credit Suisse, The Carlyle Group, and IQT. Dan also served as an infantryman in the United States Marine Corps, where he was awarded the Combat Action Ribbon and Purple Heart. Dan received his B.A. from Cornell University and his MBA from Harvard Business School.
As Chief of Staff, Dr. Zheng aligns priorities across IQT’s leadership team, coordinates engagements across the USG, and implements business strategies designed to execute IQT’s mission and vision. Prior to this role, Dr. Zheng served as VP, Technology, leading investments in microelectronics, semiconductors, and quantum technologies to solve critical mission challenges facing the U.S. National Security Community.
Before IQT, Dr. Zheng was at Booz Allen Hamilton, where he provided technical advising for the Defense Advanced Research Projects Agency (DARPA), including developing technical goals across a diverse set of technology areas such as thermal management, directed energy, RF communications, microelectronics, and photonics. While at DARPA, Dr. Zheng was the lead coordinator for the Electronics Resurgence Initiative (ERI) — a large-scale, multibillion-dollar effort to boost U.S microelectronics innovation.
In addition, Dr. Zheng served as an IEEE congressional fellow in the office of Senator Chris Coons where he focused on developing policy to boost U.S. R&D, support domestic manufacturing, and spur innovation and economic growth. Dr. Zheng helped with the initial development of the Foundation for Energy Security and Innovation (FESI) to commercialize innovative energy technologies, which later became law in the CHIPS and Science Act of 2022.
Dr. Zheng holds a bachelor’s degree in electrical engineering from the University of California, San Diego, and a doctorate in electrical engineering from the University of California, Santa Barbara.
Dr. Sarah Sewall serves as Executive Vice President, National Innovation Strategy at IQT. She guides IQT’s new Compass investing initiative and analysis to inform and strengthen U.S. technology innovation. Dr. Sewall served as an Under Secretary of State from 2014-2017, responsible for issues ranging from counterterrorism to democracy. Dr. Sewall spent a decade teaching national security at the Harvard Kennedy School and directed the Carr Center for Human Rights Policy. She worked closely with the U.S. military to modernize U.S. counterinsurgency doctrine, including leading a comprehensive field study of Afghanistan operations. Dr. Sewall served on the Defense Policy Board under Secretaries Gates and Hagel. During the 1990s, she was the inaugural Deputy Assistant Secretary of Defense for Peacekeeping. She had previously spent six years as Senior Foreign Policy Advisor to Senate Majority Leader George Mitchell.
Dr. Sewall received a doctorate from Oxford University, where she was a Rhodes Scholar.
Dr. Jennifer Nelson’s career at IQT spans nearly 15 years and various functions that empower her with vast and deep understanding of the company and the mission it serves. She currently serves as Executive Vice President, International where she directs IQT’s overseas investment activities as well as the expansion of global footprint. Previously, Dr. Nelson held the position of Chief of Staff for IQT, working to align priorities across the leadership team and develop and implement business strategies designed to execute on the vision of the organization. Prior to that, she was Senior Vice President of Portfolio Success, overseeing technology transfer from IQT’s Portfolio to the Intelligence Community. Dr. Nelson spent five years managing the partnership with the Central Intelligence Agency ensuring strategic alignment and execution for mission needs. She began her career at IQT as a program manager handling security investments for IQT.
Prior to joining IQT in 2009, Dr. Nelson worked at IBM Corporation, where she supported the public sector with technology strategy development.
Dr. Nelson holds bachelor’s degrees in both Finance and Management, as well as a Master of Business Administration from Virginia Polytechnic and State University, and a doctoral degree from Vanderbilt University.
Liz Fox is an admittedly inexperienced but pretty good mother of three small children and enjoys cooking and skiing in her invisible spare time. Fox’s alter ego, however, happily identifies as a seasoned executive with over 20 years of experience in marketing communications, operations, and people management.
Fox began her tenure with IQT in 2012 and over the years oversaw the company’s administration, human resources, and recruitment. In this role, Fox observed the breadth of talent at IQT and learned to appreciate the staff’s dedication to mission. She pivoted to the Product Marketing and Communications team to return to her marketing roots and continues to serve the people of IQT and the company’s mission.
Fox joined IQT from The Washington Group of Northwestern Mutual, where she held the position of Chief Operating Officer. In this role, she was responsible for managing recruitment, coaching business development representatives, performance management programs/process, and human resources. Additionally, Fox supported the direction and implementation of the five-year strategic planning process. She began her time with The Washington Group as the company’s Chief Marketing Officer, overseeing the company’s marketing operations. Previously, with McKinley Marketing Partners, a staffing firm providing interim marketing and communications contractors to Fortune 500 companies, Fox directed marketing communications as well as the development of custom web applications for recruitment, project management, and, in particular, customer relations.
Fox began her career directing events and managing the design and build of exhibits for clients such as Lockheed Martin Corporation, the United States Air Force, and CoverGirl Eyewear.
Fox received a bachelor’s degree from the College of the Holy Cross. She resides outside of Boston and is in IQT's New England office, after spending the beginning of her tenure at IQT’s headquarters in the Washington D.C. area.

In this role she is responsible for implementing a strategic roadmap to deliver high impact technical solutions across the national security community. Previously, Megan ran each of the technology practices responsible for identifying and executing investments across a range of technologies including artificial intelligence, analytics, infrastructure, cybersecurity, communications, materials, energy, sensors, and commercial space.
Additionally, Megan is on the Board of Directors for the Intelligence and National Security Alliance and serves on the National Academies council for the Government-University-Industry-Philanthropy Research Roundtable. Dr. Anderson was also selected as a founding member of Chief, the premier private network for women executives. Prior to joining IQT, Megan worked in the biotechnology sector as a Senior Scientist at Fluidigm Corporation.
Dr. Anderson holds a bachelor’s degree in both applied mathematics and general biology from the University of California, San Diego, and a doctorate in biochemistry and molecular biophysics from the California Institute of Technology.
Matthew Strottman joined IQT in 2003 and currently serves as Chief Operating Officer. In this position, he is responsible for overseeing investment and portfolio analysis, as well as the organization’s corporate functions including finance, accounting, IT, human resources, and security. Prior to his appointment as COO, Strottman served as IQT’s Executive Vice President and Chief Financial Officer.
Before joining IQT, Strottman worked in the Technology Investment Banking Group at Friedman Billings Ramsey (FBR). During his time at FBR, he executed public and private equity financing, merger and acquisition, restructuring, and venture capital transactions totaling more than $3 billion. Strottman began his career at PricewaterhouseCoopers, where he focused primarily on the real estate and technology industries.
Strottman received his B.A. from the University of Notre Dame and his MBA from Georgetown University.

He joined IQT from InterWest Partners, where he served as General Partner for eight years.
Previously, Bowsher worked at E*TRADE. During his tenure there, he helped launch Destination E*TRADE, the company’s award-winning website. He was also an early stage employee at two startup companies, where he was responsible for revenue and distribution targets.
Outside of work Bowsher supports two terrific not-for-profits making the world a better place: Ravenswood Education Foundation and StreetCode Academy.
